With no more ammunition left and all signs pointing to the end of the guerrilla activity, I had planned to shut down the website and head to Disneyland. However, word came from Bohol that the gang was opening another front. 

This time, they were relying not on Rotary International for logistics, but on the legal system. The opportunity—or what they believed to be one—arose from an email sent by Luella "Baby" Bantol, the then-President of the club. To set the record straight and prevent the terminated members from still acting as Rotarians in good standing, she informed all the presidents in District 3860 of the following: (Click on the image to enlarge it.)

Is there anything wrong with that? Apparently not. I would say... almost. It's now time to respond to this person who was “shocked” to see my name included in this email. Indeed, it is surprising, and this individual does not understand why I did not join the other three in their complaint. As he put it, "Evan, you have been libeled as well. You should be mad at your club. I can't understand why you are against the group and sympathetic to the club and the President."

First, allow me to clarify my position. This individual has consistently used this situation to try to benefit himself, revealing himself to be a true merchant of the temple. He is not acting out of ideology or genuine concern; rather, he is seeking material profit by maneuvering from one side to the other.

Others in Australia have also seen the mail and commented on it, sending mixed signals that are clear enough for me not to pretend I did not receive it. Here is my response:
I understood that my membership had been terminated as soon as this happened—not from a notification from the club, but from others informing me. This club, along with others in the 3860 district, has never formally notified any member about their termination. They have systematically ignored the Rotary bylaws and procedures regarding member terminations. It was even worse during the tenures of David and Baby Collins as presidents. Not only did they fail to notify members of their termination, but they also allowed them to attend meetings under the pretense that they were still members.

As far as I am concerned, I didn't really care much about my membership. I wasn't living in the Philippines anymore, I had no plans to join a club here in France, and I did not pay my dues. Most importantly, I was in full disagreement with the organization's ethics and morals regarding the disclosure of wrongdoing by its members.

Remember, I began my crusade against the dishonest practices just a month after receiving the PHF award as a member in good standing of the Rotary Club of Tagbilaran. I did not buy the award; it was paid for by the VAP (Very Active Participants) of the Rotary Club of Tagbilaran.

You can now understand how little I cared about my membership, right? Furthermore, it came as a relief to me to express myself freely and share my story as I saw fit, rather than what Rotary and its members wanted to hear (or not hear, more accurately).

I have never linked my personal, professional, or spiritual interests with Rotary, making the separation easy and irrelevant. The termination of my membership had no negative impact on my life. In contrast, the Collins family suffered greatly because they tied their fortune and future to making money from Rotary, believing that this could continue indefinitely.

I promptly updated my status to “former Rotarian” when addressing Rotary and its members. I also began sending emails from a new address, "formerotarian@gmail.com.” Throughout this time, I have refrained from criticizing or discussing the club publicly and have avoided confrontational behavior with most members, except for collaborators and VAP followers, who received “special” reports.

Approximately two months ago, at the request of President Angelito Lechago, I addressed a technical issue on the website that I had previously been unaware of. I added a clear statement to the homepage stating that “The Rotary Club of Tagbilaran is not involved or associated in any way with this website,” among other clarifications.

Now, regarding what prompted Past President Luella Bantol to include my name in the email to the district about the termination of Collins and Deo Dioscoro: could it have been an attempt to avoid discrimination? That's quite laughable!

Allow me to clarify. PP Luella Bantol is not the actual author of this email. It was prepared by the club's attorney, who is familiar with the club’s strategy following my revelations and the failed assault the club faced from all over the district. Furthermore, from the international group that came to the rescue of the wrongdoers. This attorney, a club member, was the one who, back in October 2007—just days after my bombshell regarding the Rotary Club of Tagbilaran website—drafted an email under the direction of Derek Pyrah. This email “dissociated” the club from me, carefully avoiding the word “disapproving,” as requested by Pyrah.Rotary Club of Tagbilaran. The trial part 2.

Derek Pyrah ensured that the information was sent to every single club in Australia by handling the task himself. Furthermore, the attorney instructed all club members to distance themselves from me and refrain from communicating with me—this included not even visiting the website. This left the members feeling even more terrorized and confused.

How can he explain that not a single member, including him, who had no doubt about the truthfulness and integrity of my accusations (which it was his responsibility as the auditing officer of the club to investigate in the first place), resorted to such a childish strategy? This ultimately led to a disaster for the club, jeopardizing the positive public image enjoyed by Victor and Luella Bantol in the community.

When I first posted this entry on the site Village Aide Program  the Rotary Community in Australia and Philippines had been shaken from top to the bottom, heads rolled down, the site had 600 visitors a day, not bad for a blog written in broken English, often times hard to describe, for Rotarians and non, how the scam was working. Besides, I realized after words that the community at large, especially the younger generation doesn’t care that much for this organization, membership numbers go down year after year. However, not everything is negative—there’s also a fun aspect to consider. This is a challenging requirement that will determine whether you gain acceptance into the inner circle of the “Brothers in Scam” as a trusted lieutenant, or if your project will instead be managed with funds controlled and overseen by Dave Collins. Upon completion, you will be required to sign the final report submitted to TRF, which will contain misleading information.

What is misleading here? He built the toilets with his own workers, violating the “conflict of interest” provision clearly outlined in the RF MG terms and conditions. He paid his workers in the Philippines an estimated total of $1,500 each, as generously calculated by six engineers, while claiming to the TRF that a construction company named GUILBERT VALLES completed the job and was paid $6,000 each.

To any club president in the Philippines and elsewhere, my advice is this: Stay away from this type of dishonest business. Do not be gullible enough to believe that Derek Pyrah is here to help you. He is desperately seeking clubs to invest the money he is raising in Australia. We have previously explained how he and Collins benefited from this investment through the “laundry machine” scheme, but given the current circumstances, it’s important to revisit this topic to refresh our memories. We will provide more details in the next update.

June 1st, 2014. More than 6 years later, what has changed?

- Derek Pyrah is currently untraceable; he appears to have vanished from the Organization, at least on the surface. He joined a Mormon church in an attempt to start anew, but it seems that effort has not been successful. As a witty Rotarian recently remarked, “He’s long gone in the landfill,” suggesting that the consequences of his actions have come from all directions—just not from the Rotary. With the support of his family and some friends in Australia who played a significant role in his downfall, we can safely conclude that he has little hope of redemption. We can only say about Rotary International: “Shame on Rotary International for covering up his actions for years.”

- Dave and Baby Collins are relentless. The blow dealt by Evan Iliadis had serious repercussions for these individuals. Both have been expelled from the Rotary Club of Tagbilaran as undesirables. However, with help from partners involved in their schemes in Cebu and Tubigon, they have managed to engage in dishonest business once again. This time, they are selling clean water filters that are less unpleasant than their toilets but still cheap and worthless—yet they are overpriced and funded with Matching Grant money. People will look at you as a caring leader, someone who goes the extra mile spending time and money on charitable events or disaster relief. If you’re in the business of, say, medium size, a politician, a lawyer, a doctor, or a professional on at least 6 figures first world income, then, you have certainly heard something.

As a well-educated professional, you evaluated the potential return (or not) on your investment that will cost you anywhere from 300 to 600 US$ for the year, minimum, more if you opt to buy the Paul Harris Fellow Award at the cost of US$ 1000. I will conclude this introduction by allowing history and the Rotary itself to determine whether the organization has ever had any credibility beyond serving as an admitted business club-a self-serving organization for its members.

The Rotary International has faced significant criticism from various individuals and has been the subject of satire in plays and books. These schemes have led to millions of dollars being funneled to scammers worldwide, all with the full knowledge of the Rotary Foundation. No, it’s not over. Because no one wants it to be over! I wish someone would want it to end so I could shut down this site and go to Disneyland! But that’s not happening. Everyone is invested in the saga, including the RI (Rotary International), and even Collins seems to enjoy it, hoping I will detail his testimony on this blog as mentioned in court. I will get to it, but not just yet. His testimony is still in the early stages; he only testified for 40 minutes on the first day, and the continuation has been postponed for 35 days. Talk about a rush!

Perhaps he finds the proceedings entertaining—the talk of the Rotary community and the opportunity to discuss his PHF (Paul Harris Fellow) awards and his contributions to poverty alleviation in the Philippines, all funded by other people’s money. But who’s really paying attention? The judge? He isn’t concerned with awards or medical missions; he’s there to determine if anyone has been libeled and why.

The court audience is exclusively composed of members of the Rotary Club of Tagbilaran, dressed in their club attire, coming to support their past president—the accused, Luella Bantol. But I, Evan, am paying closer attention than anyone else, eager to share the truth with the Rotary community and beyond. As you may have guessed, I fully disagree with the proceedings, which is why I’m here again.

I will skip the testimony of former Rotarian Cory Anne Verge; there’s nothing worthwhile to report—it’s just the same old garbage as the previous two witnesses. Let’s move directly to Collins’ testimony.

Let’s get started. Below, I will paste a sentence from his deposition during direct examination by his lawyer, marking the first point of disagreement, a shameful distortion of the facts and a slap in the face to the Rotary Club of Corrimal in Australia and others.

He is referring to his brother, Tom Collins, who lives in the USA and has no connections to the Philippines. I’m unsure if he has ever visited the country. This has led to the best joke I’ve ever heard, rivaled only by some remarks made by other witnesses about whether the Village Aide Program was a Rotary organization.

So, what was the joke? It was about an organization where the board of directors, managers, and supporters were all exclusively Rotarians. The program was endorsed as a Rotary project by Rotary District 9750 in Australia and Rotary District 3860 in the Philippines. It received funding from Rotary clubs and individual donations from Rotarians. Part of these contributions was “invested” as seed money for the Rotary Club of Tagbilaran’s applications for Matching Grants. Rotary was a prominent theme in his speeches, actions, and criticisms.

In 2001, when Dave and Baby Collins were involved in establishing the Village Aide Program (VAP), there was complete inactivity—zero progress. Like many other expatriates who build luxury mansions amidst local communities experiencing malnutrition and hardship, they felt compelled to invest in their security due to their perceived arrogance.

The Collinses faced numerous complaints about the high-voltage electrified wires installed directly along the shore where their mansion stood. Additionally, six trained German Shepherd dogs barked constantly, their sounds echoing far into the nearby village. Armed guards were stationed at the entrance 24/7, and there were ongoing labor disputes with their workers concerning unpaid wages, among other issues.

Unlike other expatriates in the area, the Collinses seemed to believe that such extensive security measures were necessary. This raises the question: whom were they afraid of, and why?

FFFeeling the hostile climate closing in, they launched an image-polishing operation in their neighborhood, giving away a few kilos of rice, some cans of sardines, used clothing, and vitamins. In 2002, Collins met Derek Pyrah, a member of the Rotary Club of Corrimal in Australia, who was then part of an INTERPLAST medical mission in Bohol. Together, they began to weave a plan to defraud the Rotary, each bringing their own talents and skills to the venture.

So,Where was Tom Collins? No one had ever heard of him being part of the Volunteer  of  the village aide Program (VAP). The details of what happened afterward aren’t necessary to discuss today. Then, CoDave Colins went on glorifying the VAP golden years of 2006-2007 where plenty of Matching Grants money, ( about $US 100,000.00) and the same amount from Clubs and individuals -Rotarians around the world. He said: “ Never in the history of our district has any club been granted 5 Matching Grants simultaneously” But he should add , “Not even in the history of TRF (Rotary foundation) this has happened before”

So, how this has happened? Dave Collins is opening the Pandora’s box, in my turn, I’m opening the bag releasing Aeolus fierce winds, as destructive to the evil they can be, but as serene the day after may be. There will be an extensive discussion and presentation of facts as to how Collins ( Not the Rotary club of Tagbilaran) have been able to obtain 5 MG at once, while others are standing in line for years trying to find a sponsor to get just one! .-All along this investigation that started 2 years ago, I have received valuable support and information from just simple members of a Rotary club, to true Rotarians, up to high ranking Rotarians from AU and the Philippines. They all were and still are active members-with the exception of one – . As you’ll read below in a sample of un unpublished yet correspondence, they all loved and cared about Rotary, advising me, that I should focus on those few who dishonored its reputation, but spare Rotary’s one. Lets take a look, please, it’s important that you notice the sending date. For confidentiality reasons, I erased anything that could identify this prominent Rotarian, I will be addressing him as “Bob”, not his real name, but so popular name in AU!.... Elaine, as mentioned, he means Elaine Lyttle, an early fighter struggled to control the damages the VAP suffered, but no success. The double DD, is about the initials of Dave and Derek. The Rotary should be flattered for having such dedicated Rotarians in its ranks, as I was once, “Bob” sent this in, when he felt how determined I was to unmask anyone, going further than the VAP and the double Ds, but not knowing everything I had in file that implicates more than that, including RI directors and most incriminating, Matching Grants approving supervisors sitting in Evanston.

Bob, with all due respect, I thank you very much for all your support, I assure you that no hard feeling here for your decision to remain silent for long time now, as others did the same. I understand that my persistence of going all the way to the truth, regardless the rampage living behind, interfered with your desire to be limited to just a few bad apples and spare those who permitted the fraud. I put you on a cruel dilemma of having to continue supporting a whistle blower you know he's telling the truth, but slowly become a Rotary basher, that Rotary that you still belong.

Being in contradiction, you made the right choice to get out of this, as other did and go on with your Rotary life. Besides, for you and any one else who has supported this crusade, it's considered just a mishap involving a few individuals, now out of the picture.

For me, goes further than that. It is about an indecent expat community, living and poisoning an already ill country, that some of them, in association with some locals used the Rotary for cover up protection to unlawful business,others set up shop to misuse Rotary funds. As we go deeper in the way TRF is awarding to the clubs other peoples' money, paradoxically, favoring the cynical behavior of some applicants, that are not clubs, just individuals acting on their own, but talented and manipulators enough to bypass their club, banking on members' ignorance, and counting on their connections within TRF to make it look like the applicant is a Rotary club.  As for The last paragraph on the mail above, about Dave Collins losing his sleep over this "rotary thing" (sic!) Derek is referring to a mail received by Collins expressing his hostility towards the members of the ROTARY CLUB OF UPPER TAGBILARAN. Here is what he said:

If Dave and Baby Collins are dragging PP Luella Banta to the court just because she informed the Rotary community about the termination of their membership, without further comments, the members of the RCUT been badly libeled shouldn't they file charges just for the heck of telling the Rotary community"Look who's talking?"!!....
