With no more ammunition left and while all indications pointing to an end of the guerilla, I was planning to shut down down this web site and go to Disneyland, when word came from Bohol that the gang opened another front, this time counting not on Rotary International for the logistics, but on the legal system. The opportunity -or what they thought was one -came from the pen of Luella "Baby"Bantol, then President of the club. In order to set the record straight and prevent the terminated members of still acting as rotarians in good standing, she sent an e-mail to all presidents in the district 3860 informing them the following: Click on the image to enlarge it,)

Anything wrong with that? Apparently not. I would say ...Almost. It's now about time to reply to this fellow who was "shocked" to see my name included on this mail. Indeed, it is shocking and this fellow do not understand why I did not join the other three on the complain because, as he put it, "you Evan have been libeled also, You should be mad at your club, I can't understand why you are against the gang and sympathetic to the club and the President". First, let me take the satan out of here and tell this fellow that all he does from day one on this matter, is sneaking in trying to capitalize, as a confirmed merchant of the temple he is. He's not acting on ideology or as a concerned citizen, but hoping on a material profit by maneuvering left to the right and top to the bottom. Rotary Club of Tagbilaran. The trial part 2.

But others in Australia have seen it (the mail) also and commented with mixed signals, clear enough for me not to pretend I did not receive any. Here is my response: I knew that my membership was terminated as soon as this happened, not from a notification received by the club but from others. This club - and others in the 3860 district- have never notified a single member about his termination, systematically ignored the Rotary bylaws and proceedings in terminating members. It was even worst during David and Baby Collins tenure as presidents. Not only they did not notify members of their termination but let them come to the meetings thinking they were still members!.. As far as I am concerned, I didn't really care much, I wasn't living in the Philippines anymore, I wasn't planning to join a club here in France, I did not pay my dues and most important, how should I expect to continue being a member of this organization as I am in full disagreement about its ethics and morals when it comes to disclosure of wrong doing by its members? Remember, I began this crusade against the crooks a month after received the PHF award and as a member in good standing within the ROTAY CLUB OF TAGBILARAN. You can now understand how much I cared about my membership don't you? Further more, it came as a relief to me and felt free to express myself in the most personal way, tell the story as I thought was right, not what Rotary and Rotarians wanted to hear. (Actually not to hear....) Besides, I have never linked my personal interest professional or spiritual with Rotary making the separation painless and irrelevant, the termination of my membership did not have any negative effect in my life, as opposed to the Collins that lost big, for linking their fortune and future in making money from the Rotary, thinking this could go on for ever.

I immediately changed my status when addressing Rotary and Rotarians to "former Rotarian" and began sending mails with a new e-mail address "formerotarian@gmail.com, I have never criticized or addressed the club on this matter and avoided polemic behavior with most members,with exception to collaborators and VAP followers receiving "special" reports. About two months ago, to the request of the President Angelito Lechago, I corrected a technical issue on this web site that I wasn't aware, with a clear statement on the home page that "The Rotary Club of Tagbilaran is not involved or associated in any way with this web site etc". So? what prompted PP Luella Bantol when informed the district about the termination of the Collins and Deo Dioscoro to include my name in this mail? To avoid discrimination? That's really laughable!... Well, I'll give you the answer.
PP Luella Bantol is not the editor of this mail. It was the attorney of the club and know all guy who handled club's strategy after my revelations and the failed assault the club was under from all over the district, plus the international gang that flew to the rescue of the crooks. The attorney of the club-a member as well - was the one that back in October 2007 and only a few days after the explosion of my bombshell on the RC of Tagbilaran web site he prepared a mail under the sword of Derek Pyrah " dissociating" the club's position from me stopping short of writing the word "disapproving", as Pyrah requested. Derek pyrah, made sure it was sent to every single club in AU by doing the job himself. Further more, the attorney instructed all members of the club to distance themselves from me and restrain themselves of communicating with me, not even visiting the web site, leaving them even more terrorized and confused. How he can explain that not a single member, including him, having no doubt about the truthfulness and integrity of my accusations, (which it was his job as an auditor officer of the club to investigate in the first place), adopted such a childish strategy that ultimately lead to a disaster for the club jeopardizing the positive public image Victor and Luella Bantol are enjoying in the community?

Bring the bottle please!...

Back in October 2007, when I brought the Matching Grants and donations fraud to the attention of the RCT, no one was surprised from the facts, most members already suspected the embezzlement was going on. What took them by storm, was the timing and the means of disclosure. The board of directors then, included Dave and Baby Collins and Deo Uy all accused for fraud in my allegations. Their discontent was expressed through a mail received by President Luela Bantol as follows: (Mail sent Oct. 19th 2007 just days after the allegations surfaced on the RCT website “The Club has formed a Special Committee to review matters including those concerning Matching Grants. Your concerns and grievances could have been properly addressed by the Special Committee. We wish to inform you, however, that the Club has considered with care your accusations which the club accepts as a legitimate concern that one may raise, only that the means and manner you did it is way beyond what is appropriate. It is with deep regrets that due to the above-cited reasons the Club is already taking steps to terminate your membership. We assure you, however, that it will go through the process in accordance with the provisions of the Standard Rotary Club Constitution and By-laws, enacted by Rotary International, wherein your side will always be heard”. In other words, “we like what you said and  even welcomed it, but what bother us is that you chose the club’s web site to do it and for this reason we are going to kick you out.”  Le coup du maître (The master's stroke) Did they do it in accordance with the RI bylaws? Let me have a big, fat, Greek laugh please!... The only notification I have received was that the club is planning to oust me and that’s it! I’ve never heard anything since. But thanks to my supporters and informants I knew it as soon as it happened. Just a few days before and between the 9th and 19th of October 2007 the club terminated another Rotarian without due process, on the spot, without giving him a chance to say a word, on the sole order of Derek Pyrah and the Collins.  Le coup du maître (The master's stroke) Yes, you read it right… Derek Pyrah ordered the ousting and it was done on a single stroke of a pen.. No questions asked!. What this Rotarian did wrong? After the revelations appeared on the web site he sent a mail to some one in the Interplast organization in AU asking information about Derek Pyrah. The “some one” informed Derek and he (Derek)went fuming in the club asking the head of this Rotarian. And he got it!.. To the shame of the RCT… At the same time, he personally submitted the intimidation letter dated Oct 9th to the club terrorizing the members as I explained already. As mentioned before, the trio chose the fugitives status rather than answer questions that could only be done with fresh lies to cover the lies of the previous day; but they did give some to a local news reporter as this one: (I covered his name as appears on the original mail dated December 7th 2007 – for the moment – but it will be disclosed with more in due time.) The reversal of roles has begun in the earliest stages of this investigation. She, Baby Collins, dealt with the accusation like the Matching Grant money was given to her as a reward for her hard work! (sic!) and she could do whatever she wanted with it!.. So she said, she returned the money to the TRF because the new set officers could have steal it.. I send a copy of this mail –unmasked – to TRF. My informants telling me that the RI did not confirm or denied they received this amount. The crooks become the accusers now against one of the most decent Rotarian in the district as Luella Bantol is reputed. We are talking here 100 thousand US dollars, that is a small fortune in the Philippines…. This money could have been of help to emergency situations instead of given to crooks for dry toilets building. I made this mail available to the club but apparently they didn’t care that much or made little use of it, to their big mistake that lead to the current situation. Derek Pyrah and the Colins (Leave Deo Uy out as he was just a puppet in this whole story) tested club’s guts several times with various clever techniques, like threats, inaccurate and totally untrue statements and more. With no reaction from the RCT, this encouraged them to pursue their demolition plans as I explained on my previous blog.  As a reminder, after the unsuccessful attempts by the international Rotary mob During the District 3860 Discon in 2008 to kill the RCT as described here they repeat the same during Discon 2009. In a different way and means this time and with the blessing and complicity of the District Governor in the most cynical and humiliating fashion. The photo you see below was taken from the district's web site. They published it to embarrass PP Luella Bantol and the RCT in general. The message is clear: The district has sided with the crooks and against the RCT               You’ll have the opportunity to see more “siding” of this kind as soon as the next page will draw on your screen.. And to add insult to the injury, the text also was taken from the same source, the district web site bulletin July 2009 DISTAS that is. The Collins signed their comment as members of the RC of Tagbilaran. Are they? It’s possible. May be the district forced the club to reinstate them. If that’s what happened, how they can seat in this regular meeting room with their pairs knowing how undesirable they are? No, that’s not a problem for Baby Garcia Calipusan. (That’s her real name.) She has been used to that since she came back from the US and she knows what every one thinks about her. She doesn't care! She doesn't? Not anymore folks...Stay tuned there will be more. Now, before you click on the next page you need to know the reasons behind the scared behavior of the members of this club, instead of united standing up against the abusers. Here is why: The RC of Tagbilaran as most of clubs in the Third world is not the typical club membered by Rotarians. Out of 20-25 members there are only few Rotarians the rest being just members. Very few understand bylaws and regulations and even less the mechanics of Matching Grants and generally, what Rotary is all about. Those who understand, keep the others in the dark so they can do their dirty business without anyone else put their nose in "their private affairs" Most are there just to be seen in their community, as they believe being part of the elite which is a big deal on a social system where values of the haves are based on the model of cellphone you own and must care it on your hands all the time in order to be evaluated. Same for clothing, cars and the facade of the house. The interior of the house doesn’t matter that much. Some have small business comfortably surviving by local standards, others,a nurse here, an overseas maid there, a few small branches bank managers their bank paying the dues hoping to capitalize by bringing the accounts of some rich members to their branch. Filipinos are soft heart people, the don't know how to deal with 2 meters tall white animals as Collins walking allays guarded by at lest two of his 6 trained German shepherd dogs, or a plot specialist as Baby Clipusan- Collins, or this fat pig Aussie rude and under-educated con artist Pyrah is. Most important, controversial libel laws in the Philippines Article 353 of the Revised Penal Code is a criminal offense designed to almost protect the crooks, since the prosecutors need very little to find probable cause sending the case to a judge.(More on this later) Going to a court of law in the Philippines as a defendant it is perceived by the public at large as a shame, subject to finger pointing and gossiping through out town whereas in this microsociety as Tagbilaran city every one knows about others. Let alone the expenses that few can afford.   Many are leaving after a while, not really interested by a social club as this takes a toll on their personal life and stressing their business. Besides, they don’t really see any benefit or change in their life, but saw their masters’ lives getting better, those few that had the privilege to be connected with some influential in Manila and abroad, a small number though… The RC of Tagbilaran had the distinctiveness of being despotically dominated by foreigners, not only by local members foreigners like the Collins (Including Baby Collins who has never acquired her Filipino citizenship fearing her social standing will be downgraded.) and some of their associates, but also from the VILLAGE AIDE PROGRAM and its cohorts that were using it (The club) to glorify themselves back home, like Derek Pyrah and dozens tourists Rotarians he was bringing from AU with him, or John Dehnel from England. Any one bringing a used medical machine –useless in England dump it to a Club in Tagbilaran, computers the Children Hospital in AU didn’t know what to do with and how to dump them due to lead countenance, well, Derek got them, then Collins got them, gave some to Evan for the school in Songculan.All stopped working after a few months. Then, they put in place the laundry machine to clean the donations money and TRF Matching Grants money. I have already explained all that in previous pages. When I first posted this entry on the site Village Aide Program  the Rotary Community in Australia and Philippines had been shaken from top to the bottom, heads rolled down, the site had 600 visitors a day, not bad for a blog written in broken English, often times hard to describe, for Rotarians and non, how the scam was working. Besides, I realized after words that the community at large, especially the younger generation doesn’t care that much for this organization, membership numbers go down year after year. All you as the president will have to do is sign the 4th page without ever seen the content of the first 3 pages! Easy! They will mail your application to the TRF for approval and it’s done! Almost… We’ll see later why. But unfortunately these MG are not odorless… In fact, are stinky. Rotary International Matching Grants for Sale To obtain one you must agree that Rotarian engineer Dave Collins will erect a waterless dry toilet in a school. It’s his business. (See highlighted portion on the advertisement page left). You must also provide a crew on a daily basis to clean up the mess before it looks like this.

But aren’t all negative. There is also the fun part. Once they will show you the bill (300.000 pesos) prepare yourself for a big loud laugh, hysterical, a long laugh as you hadn’t since long time. Now, in the first paragraph of this column, I mentioned about how easy it is – thanks to the support of Pyrah and Collins- to obtain an MG.  They (Collins and Pyrah) will ask you as a president, to demonstrate the ability to keep members’ eyes out of this account. Even though Dave Collins will be your coach and explain you how he did it in the ROTARY CLUB OF TAGBILARAN, still you will need some training on your own to achieve this extremely challenging requirement which will determine if you will be admitted in the inner circle of the “Brothers in Scam” as a trusted lieutenant, or your project will be implemented with the money handled and monitored by Dave Collins. Upon completion, you will be asked to sign the final report to be submitted to TRF containing misleading facts like this.

What is misleading? He built the toilets with his own workers in violation of the “conflict of interest” provision as clearly described in the RF MG terms and conditions by paying Philippines wages for a total cost as generously estimated  in his favor  by 6 engineers of 1 500 US$ each and told TRF that a construction company named GUILBERT VALLES performed the job and paid them 6 000 US$ each. Do you still want it?

Mr President of any club in the Philippines and elsewhere, my advice to you is this: Stay away from this kind of crooked business. Don’t be credulous, to believe Derek Pyrah is here to help you. He desperately needs clubs to invest the money he’s raising in Australia. How he and Collins are benefiting from this investment? We have already explained how the laundry machine is working in previous postings, but seen the circumstances we need to revisit the topic to refresh our memories. This will be done in the next update.

June 1st, 2014. More than 6 years later, what has changed?

-Derek Pyrah is nowhere to be found, not a single trace of presence in the Organization, at least on the surface. He joined some kind of Mormon church trying a repeat, but it doesn’t seem to work. As this witty Rotarian put it recently, “he’s long gone in the landfill”, the logical consequences of attacks coming from everywhere, except from the Rotary. Thanks to his family and some friends in AU who largely contributed to his fall, we can safely assume he’s a dead man. For the Rotary International all we can say is:  “Shame on the Rotary International for covering up his actions for years”.  Rotary International Matching Grants for Sale   

-Dave and Baby Collins. They don’t give up. The blow inflicted by Evan Iliadis had severe consequences on these crooks. Both are expelled from the Rotary Club of Tagbilaran as undesirables. However, with the help of some partners in the scam in Cebu and Tubigon, they have been able to do some crooked business again, this time selling Clean Water filters, less stinky than the toilets, but still cheap and worthless, yet overpriced and paid with Matching Grant money. He He’s talking here about his brother Tom Collins living in the USA, having no ties to the Philippines, I’m not sure if he has ever visited the country. This is the best joke I’ve ever heard, rivaled only to the statements some other witnesses previously made, as to whether or not the VILLAGE AIDE PROGRAM was a Rotary organization or not. So, what it was? What else an organization where the board of directors, the managers, the supporters, were all exclusively Rotarians? An organization endorsed as a Rotary project by the Rotary district 9750 in Australia AND the Rotary district 3860 in the Philippines? An organization funded by Rotary clubs and individual donations given by Rotarians? Where part of these donations was “ invested” as seed money to the Rotary Club of Tagbilaran applications for Matching Grants? Rotary was everywhere in his speeches, actions and criticism too. It is about an indecent expat community, living and poisoning an already ill country, that some of them, in association with some locals used the Rotary for cover up protection to unlawful business,others set up shop to misuse Rotary funds. As we go deeper in the way TRF is awarding to the clubs other peoples' money, paradoxically, favoring the cynical behavior of some applicants, that are not clubs, just individuals acting on their own, but talented and manipulators enough to bypass their club, banking on members' ignorance, and counting on their connections within TRF to make it look like the applicant is a Rotary club.
