Rotarians and friends, I find myself here again after a long break, observing the events unfolding in Bohol. What I see is unusual and incomprehensible, resembling a masquerade taking place in a court of law in Tagbilaran, Bohol, Philippines.

Conflicts, misunderstandings, and rivalries naturally arise within any group working toward a common goal—be it a club, a church, or a fraternity. Often, these conflicts lead to excluding one party to preserve the unity of the group. Unfortunately, such exclusion is not always well-planned or justified. The last place one would expect this to occur is within Rotary International. Is this the first time it has happened? We cannot say for certain. One shouldn't rely on Rotary to disclose such information, nor on active Rotarians. It seems to be a secret.
 
Here is the complaint.





Give me a glass of wine please!

At the center of this unusual story are I, Evan Iliadis, a former member of the Rotary Club of Tagbilaran, and Derek Pyrah, who served as the chairman of the now-defunct Village Aide Program (VAP). Additionally, there are Dave and Baby Collins, who were the managers of VAP in the Philippines and also wanted to take control of the Rotary Club of Tagbilaran. There are a few others to be introduced shortly. 

As I mentioned on the previous page, I've received all kinds of emails, but I've never specifically addressed one that has come from both critics and supporters. They have been accusing me of covering up the activities of the Rotary Club of Tagbilaran. 

I claim that no one in the club was aware of the embezzlement involving Collins and Derek Pyrah concerning Matching Grants money and donations. One person stated, "Evan, I don’t know of a Rotary Club anywhere in the world that doesn’t include at least one accountant, a lawyer, and a few businessmen who are familiar with accounting and business practices. If you look at the classifications of the members in your club, they were all there."

Indeed, it was a very embarrassing remark. However, it comes from someone who has no understanding of how a typical club functions in the developing world, particularly in the Philippines. This topic may require a separate discussion, which I might provide in a future update or later on.

Interestingly, the most regrettable comment on this subject did not come from a Rotarian, but rather from an outsider who has been following the events from the beginning and is now closely monitoring the court proceedings. He seems confused about what is happening, who is involved, and what everyone wants—and why. Frankly, I have been somewhat disturbed by his remarks and questions directed at me. I feel compelled to address the situation honestly and openly, as I constantly strive to do.

Before I respond to this individual and review the trial proceedings, I owe you the update I promised a long time ago. To provide this update, we need to revisit the 3860 District Conference The trial part 1.held in Cebu in March 2008. At that conference, the jubilant District Governor Yumi Espina believed he had achieved so much during his tenure that he deserved to host a lavish party at district expense, combining elements of both Persepolis and Hollywood.

The "dream team" from Canada that he brought in for the event included a controversial Past District Governor who claimed to be “the personal envoy of the Rotary International president.” Additionally, there was a Rotary representative from the UN, along with two or three other Past Presidents and Past District Governors who had gained some recognition in their hometowns in Canada for bringing along a few used laptops — which were obsolete in Canada and discarded there before being sent to the Philippines. Of course, there was also a mix of local Rotarians and other guests in attendance.

The abundance of gourmet food and drinks, dancers, parades, men in military uniform forming a sword canopy for the introduction of the big shots, speeches, and crocodile tears about the poor the dream team wowed “to change all that” “Son et lumière” effects and much more. (Please let me know if the life of the poor Cebuano has changed ever since)… The event appeared for a while on the District’s website with more than 300 photos then disappeared, not even cached pages can be found apart from 2 or 3  bad quality clips on YouTube not worth a referral. Oh well… who cares about dream teams anymore…

Derek Pyrah was determined to make significant changes within the Rotary Club of Tagbilaran (RCT). He had two main objectives: first, to put the RCT out of business so that Collins could start a new club from scratch; second, to address the initial failure of the club, which was considered too ambitious and difficult to achieve. He intended to pressure District Governor Yumi Espina to rehabilitate former Rotarians Dave and Baby Collins, along with Deo Dioscoro, and help them find a new club within the district. To achieve these goals, he developed a clever plan that he carefully implemented as follows:

He arrived at the event with his own “dream team” from Australia, including PDG Bill Litle and a few others. In addition to a camera, they brought along a set of drums, some rice, cans of sardines, and a few t-shirts. He set up inside the convention, showcasing his typical dramatic pictures and PowerPoint presentations that left many attendees in tears. But that wasn't all! He also had two Paul Harris Fellow awards in his suitcase, which he purchased for Dave and Baby Collins. (Keep in mind, he was a Matching Grants trader, which allowed him to receive a significant discount.)

He was planning to use them as the most powerful weapon, thinking it would create significant confusion when used in the presence of Rotarians from about 90 clubs. He believed that all my efforts against the crooks would become obsolete, forcing the Rotary Club Team (RCT) to adopt a more aggressive stance against me. Furthermore, he thought, "Let’s kiss each other now, and to hell with this traitor, Evan."

On March 14, 2008, they executed the first step of the conspiracy using John Van Laar, the Past District Rotary Governor, somewhere in Canada. He presented the Paul Harris Fellow (PHF) award, which had been purchased by Pyrah, to David Collins, announcing him as a member of the RCT. He also recognized Baby Collins as a member of the Rotary Club of Cebu, all in the presence of many RCT members during the DISCON event where the ceremony took place.
 

But the truth is, none of the recipients was a member of the RCT. They deserted it in October of 2007 to avoid answering questions, and stripped of their membership in January 2008. As you’ll soon have the opportunity to see the letter of termination.

Even worse, how Baby Collins became a member of the Rotary club of Cebu without prior clearance.

 

The truth is that none of the recipients were members of the RCT (Rotary Club of Tagbilaran). They deserted the organization in October 2007 to avoid answering questions and had their membership revoked in January 2008, as you will see in the termination letter.

 

Even more concerning is how Baby Collins became a member of the Rotary Club of Cebu without the prior clearance and recommendation from her original club, the RCT, which is required by Rotary bylaws. Collins claims they were unaware of their termination. Did Governor Espina not know either? 

 

If the governor is not aware of who is in or out of his district, then who is? Rotarians were well aware of the situation; however, it seems they chose to pretend otherwise to undermine the RCT. Their strategy was successful. After the award ceremony, the “family photo” was taken, highlighting the divide. 

And recommendation of her original club to the RCT as required by the Rotary bylaws? They –Collins – say they didn’t know about their termination. Didn’t they? Governor Espina didn’t know? If the governor doesn’t know who’s in who’s out of his district, who does? Rotarians, trust me, they all knew, but it was in their agenda to pretend not to, in an attempt to ambush the RCT. taken as seen above with the capture published to the VAP website.I promptly dismantled their plans and falsehoods by updating my website to share the truth with the world. However, what I conveyed mattered less than the future direction of the RCT. A significant challenge lies ahead for inexperienced, low-profile Rotarians in the third-world who are recipients of Derek Pyrah’s rice and sardines, as they face a group of predators skilled in subtle manipulation and conspiracies from the first world.

Next, the group implemented part two of their conspiracy. They brought both “dream teams” to Bohol to “witness for themselves how life on this island has improved thanks to those saviors sent by God to alleviate the misery.” One has to wonder what the poor would have endured without their help!The trial part 1.

 

 In reality, Pyrah and Collins did not bring them to Bohol for the reasons they claimed; their true intention was to assert their dominance over the RCT, sending a clear message: “submit or die.” These high-profile Rotarians would not even acknowledge you unless you complied with their demands, which included reinstating Collins and, most importantly, openly denouncing the traitor Evan Iliadis, who had instigated this conflict against them. They entirely ignored the RCT and, even more so, the other club, RCUT. In fact, they had not visited either.

Once the dust settled in the days following the attack, the group realized that the RCT had not suffered any harm as they had anticipated. Desperate to justify the money and time spent firing at the RCT, Collins launched his final assault. Through his lawyer, he issued a summons to DG Yumi Espina, asking him to delist the Rotary Club of Tagbilaran based on vague and unfounded claims. Espina rejected the request, not out of sympathy for the club, but out of fear of repercussions from Rotary International, which was struggling to increase its membership. The last thing they needed was a governor closing a club!

It became clear to everyone that the evil team’s demolition plan had failed to produce results; however, that was what everyone believed at the time.

With no more ammunition left and all signs pointing to the end of the guerrilla activity, I had planned to shut down the website and head to Disneyland. However, word came from Bohol that the gang was opening another front. 

This time, they were relying not on Rotary International for logistics, but on the legal system. The opportunity—or what they believed to be one—arose from an email sent by Luella "Baby" Bantol, the then-President of the club. To set the record straight and prevent the terminated members from still acting as Rotarians in good standing, she informed all the presidents in District 3860 of the following: (Click on the image to enlarge it.)

Is there anything wrong with that? Apparently not. I would say... almost. It's now time to respond to this person who was “shocked” to see my name included in this email. Indeed, it is surprising, and this individual does not understand why I did not join the other three in their complaint. As he put it, "Evan, you have been libeled as well. You should be mad at your club. I can't understand why you are against the group and sympathetic to the club and the President."

First, allow me to clarify my position. This individual has consistently used this situation to try to benefit himself, revealing himself to be a true merchant of the temple. He is not acting out of ideology or genuine concern; rather, he is seeking material profit by maneuvering from one side to the other.

Others in Australia have also seen the mail and commented on it, sending mixed signals that are clear enough for me not to pretend I did not receive it. Here is my response:
I understood that my membership had been terminated as soon as this happened—not from a notification from the club, but from others informing me. This club, along with others in the 3860 district, has never formally notified any member about their termination. They have systematically ignored the Rotary bylaws and procedures regarding member terminations. It was even worse during the tenures of David and Baby Collins as presidents. Not only did they fail to notify members of their termination, but they also allowed them to attend meetings under the pretense that they were still members.

As far as I am concerned, I didn't really care much about my membership. I wasn't living in the Philippines anymore, I had no plans to join a club here in France, and I did not pay my dues. Most importantly, I was in full disagreement with the organization's ethics and morals regarding the disclosure of wrongdoing by its members.

Remember, I began my crusade against the dishonest practices just a month after receiving the PHF award as a member in good standing of the Rotary Club of Tagbilaran. I did not buy the award; it was paid for by the VAP (Very Active Participants) of the Rotary Club of Tagbilaran.

You can now understand how little I cared about my membership, right? Furthermore, it came as a relief to me to express myself freely and share my story as I saw fit, rather than what Rotary and its members wanted to hear (or not hear, more accurately).

I have never linked my personal, professional, or spiritual interests with Rotary, making the separation easy and irrelevant. The termination of my membership had no negative impact on my life. In contrast, the Collins family suffered greatly because they tied their fortune and future to making money from Rotary, believing that this could continue indefinitely.

I promptly updated my status to “former Rotarian” when addressing Rotary and its members. I also began sending emails from a new address, "formerotarian@gmail.com.” Throughout this time, I have refrained from criticizing or discussing the club publicly and have avoided confrontational behavior with most members, except for collaborators and VAP followers, who received “special” reports.

Approximately two months ago, at the request of President Angelito Lechago, I addressed a technical issue on the website that I had previously been unaware of. I added a clear statement to the homepage stating that “The Rotary Club of Tagbilaran is not involved or associated in any way with this website,” among other clarifications.

Now, regarding what prompted Past President Luella Bantol to include my name in the email to the district about the termination of Collins and Deo Dioscoro: could it have been an attempt to avoid discrimination? That's quite laughable!

Allow me to clarify. PP Luella Bantol is not the actual author of this email. It was prepared by the club's attorney, who is familiar with the club’s strategy following my revelations and the failed assault the club faced from all over the district. Furthermore, from the international group that came to the rescue of the wrongdoers. This attorney, a club member, was the one who, back in October 2007—just days after my bombshell regarding the Rotary Club of Tagbilaran website—drafted an email under the direction of Derek Pyrah. This email “dissociated” the club from me, carefully avoiding the word “disapproving,” as requested by Pyrah.Rotary Club of Tagbilaran. The trial part 2.

Derek Pyrah ensured that the information was sent to every single club in Australia by handling the task himself. Furthermore, the attorney instructed all club members to distance themselves from me and refrain from communicating with me—this included not even visiting the website. This left the members feeling even more terrorized and confused.

How can he explain that not a single member, including him, who had no doubt about the truthfulness and integrity of my accusations (which it was his responsibility as the auditing officer of the club to investigate in the first place), resorted to such a childish strategy? This ultimately led to a disaster for the club, jeopardizing the positive public image enjoyed by Victor and Luella Bantol in the community.

When I first posted this entry on the site Village Aide Program  the Rotary Community in Australia and Philippines had been shaken from top to the bottom, heads rolled down, the site had 600 visitors a day, not bad for a blog written in broken English, often times hard to describe, for Rotarians and non, how the scam was working. Besides, I realized after words that the community at large, especially the younger generation doesn’t care that much for this organization, membership numbers go down year after year. Additionally, you need to provide a crew to clean up regularly, ensuring that the site remains presentable.

However, not everything is negative—there’s also a fun aspect to consider. When you receive the bill (300,000 pesos), be prepared for a loud, hysterical laugh, one that you haven't had in a long time. Collins and Pyrah will ask you, as president, to demonstrate the ability to prevent members from monitoring this account. Although Dave Collins will act as your coach and explain how he handled this situation in the Rotary Club of Tagbilaran, you will still need to undergo some independent training. This is a challenging requirement that will determine whether you gain acceptance into the inner circle of the “Brothers in Scam” as a trusted lieutenant, or if your project will instead be managed with funds controlled and overseen by Dave Collins. Upon completion, you will be required to sign the final report submitted to TRF, which will contain misleading information.

What is misleading here? He built the toilets with his own workers, violating the “conflict of interest” provision clearly outlined in the RF MG terms and conditions. He paid his workers in the Philippines an estimated total of $1,500 each, as generously calculated by six engineers, while claiming to the TRF that a construction company named GUILBERT VALLES completed the job and was paid $6,000 each.

To any club president in the Philippines and elsewhere, my advice is this: Stay away from this type of dishonest business. Do not be gullible enough to believe that Derek Pyrah is here to help you. He is desperately seeking clubs to invest the money he is raising in Australia. We have previously explained how he and Collins benefited from this investment through the “laundry machine” scheme, but given the current circumstances, it’s important to revisit this topic to refresh our memories. We will provide more details in the next update.

June 1st, 2014. More than 6 years later, what has changed?

- Derek Pyrah is currently untraceable; he appears to have vanished from the Organization, at least on the surface. He joined a Mormon church in an attempt to start anew, but it seems that effort has not been successful. As a witty Rotarian recently remarked, “He’s long gone in the landfill,” suggesting that the consequences of his actions have come from all directions—just not from the Rotary. With the support of his family and some friends in Australia who played a significant role in his downfall, we can safely conclude that he has little hope of redemption. We can only say about Rotary International: “Shame on Rotary International for covering up his actions for years.”

- Dave and Baby Collins are relentless. The blow dealt by Evan Iliadis had serious repercussions for these individuals. Both have been expelled from the Rotary Club of Tagbilaran as undesirables. However, with help from partners involved in their schemes in Cebu and Tubigon, they have managed to engage in dishonest business once again. This time, they are selling clean water filters that are less unpleasant than their toilets but still cheap and worthless—yet they are overpriced and funded with Matching Grant money. So, you are in some kind of business and told that joining Rotary International will result in instant success, both in finance and community fame. People will look at you as a caring leader, someone who goes the extra mile spending time and money on charitable events or disaster relief. Depending on the part of the globe you live in, you may, or may not be aware of their existence, you benefit or not from their “generosity” and “compassion”. About Rotary International Wall of Shame If you live in a rich country like, say, an average normal citizen, chances are you haven’t heard anything about Rotary. If you’re in the business of, say, medium size, a politician, a lawyer, a doctor, or a professional on at least 6 figures first world income, then, you have certainly heard something.

As a well-educated professional, you evaluated the potential return (or not) on your investment that will cost you anywhere from 300 to 600 US$ for the year, minimum, more if you opt to buy the Paul Harris Fellow Award at the cost of US$ 1000. But honestly, the last thing you have in mind, is you join the organization for service to the community. 


There isn’t such a thing in the Rotary. There never was. At best, you may feel better that you have donated a bit of your time to save a distressed person somewhere in the third world. But all you accomplished is helping some fat leaders in the local community gain more weight.

Socialites and egomaniacs care more about showcasing the latest fashion and jewelry they wear at events than about helping the poor.

Take, for example, the picture on the left. You’ll learn more about them later. I will conclude this introduction by allowing history and the Rotary itself to determine whether the organization has ever had any credibility beyond serving as an admitted business club-a self-serving organization for its members.

The Rotary International has faced significant criticism from various individuals and has been the subject of satire in plays and books. One of the most notable critiques came from Sinclair Lewis in his novel "Babbitt," where Rotary was thinly veiled as the ‘Boosters.’ (You can read the first few chapters of "Babbitt" on our website, with a link to all chapters).
